Notifier

The notifications do not create a badge for persistent/old notifications, and seem to require a refresh of the browser to make it work. Also, there are only two native "alerts" anything else has to be customimized with in a json string to a webhook. The actual interface looks nicer that other options but it doesn't work for our needs.
